Message	There cannot be two cities of the same name in a single state. With that said, the Burbank in Santa Clara County is a community or more precisely, a census-designated place. It is not a city, meaning it lacks a city government. The Burbank in Los Angeles County is a city -- has its own zip code and its own city government. How would you send mail or ship a package to Burbank in Santa Clara? You ship it to San Jose, using San Jose's zip code. If Burbank in Santa Clara would ever become a city, it would not be called Burbank.
